it takes about a week to learn to fly ecm drones from scratch...granted learning neuts is a shorter skill..but i think that you've just forgotten that Low experience and low SP characters have a lot of other skills they want to work through in their skill plan
If players don't have an elementary skill to help with PVP, and they want to PvP - then they either have to put their current training plans on hold, or put their PvP plans on hold. If they don't want to get this guy enough to push back Refinery Efficiency 5 back a few hours then that's their call, but then they probably shouldn't get upset about the advice.

This strategy is based on their current level of skills; the assumption that they have Engineering III and Drones V is not outrageous. And in fact, EWDI is a good skill for PvE too since it lets you push your drone control range beyond 45km.
If they have those prerequisites, this plan involves a few levels of a rank 2 skill and a rank 5 skill. If they start it before they go to work/school/sleep/whatever, it'll be done by the time they get back. They possibly won't even see the Proteus in that time, depending on when he is free to play EVE.

1) It's about half a day, tops, training for the recommended tools - skills that will continue to be useful in future, even if just for missions. Importantly, it's conceptually about the same amount of time it takes to get a response on an asynchronous medium like these forums; the OP probably expected to make a post in the morning and read replies in the evening. Recommending training these skills has no greater impact than, say, making a post 6 hours later. Would you claim that anyone that doesn't reply within a few minutes of the OP is wasting their time?
2) If the Proteus was scanning the characters today, and hasn't seen anything to scare him off, it's a fair bet he'll be back tomorrow. If he doesn't, he'll probably come back at some point. In fact, even if this particular Proteus isn't coming back, the skills will continue to be useful for the next time they're needed in a similar situation.
Besides, see above; I don't think the OP needed an answer right now, so the assumption is that the Proteus will be back and continue to harass them (until it gets killed, of course).
3) ECM drones trained in this fashion are not "underskilled". There's nothing you can train to increase the power of jamming drones, so they'll have just as much success as someone with all skills at 5.
4) The "????" - or how to put these tools to use in order to kill the Proteus - was well explained above. It's not just a matter of hoping everything works out (which is what the meme refers to); if the plan is put into action well, the moment the Proteus is webbed and scrammed he is going down in flames.
5) Now that I can agree with. Hopefully faction- or deadspace-fit profit...
